Cyprus permanent residency time is about two months if you invest EUR 300,000, and five years if you simply live here as an EU citizen. There is no single answer because there is no single route, and the gap between the fastest and the slowest is measured in years.
Cyprus permanent residency time: the four routes
| Route | Who it is for | Time |
|---|---|---|
| Regulation 6(2), expedited | Third-country investor, EUR 300,000 | about 2 months |
| Category F, Regulation 5 | Third-country national with income from abroad | no published target |
| MEU3 | EU, EEA or Swiss citizen after 5 years' residence | 5 years, then the application |
| MEU3, family member | Third-country family of an EU citizen | up to 6 months to decide |
There is also long-term resident status, the EU-wide status for third-country nationals after five years of legal residence, for which the Cyprus document fee is EUR 30. It is a different thing from the Immigration Permit and is worth asking about if you have already been here for years on a temporary permit.
Permanent residence permit Cyprus by investment
The expedited procedure is the only route with a published timetable, and the price of that speed is capital. EUR 300,000 into one of four categories: a new-build home from a developer, other real estate including resale, EUR 300,000 of share capital in a Cyprus company with physical presence and at least five employees, or units in a Cyprus alternative investment fund.
Alongside the investment sits a second test people underestimate. A secured annual income of at least EUR 50,000, plus EUR 15,000 for a spouse and EUR 10,000 for each minor child. On the new-build housing category that income must come from abroad and is proved only by the tax return of your country of tax residence.
Money must be transferred into Cyprus from abroad, from your own or your spouse's account, or from a company you solely own, and paid to the seller at a Cyprus bank. Local borrowing does not count.
Cyprus permanent residency property: the number that matters
People read "property gives residency" and buy at EUR 200,000. It does not work. The threshold is EUR 300,000, before VAT on a new build, and at least that amount excluding VAT must be paid by the time you apply. Up to two units may be combined to reach it on the new-build category.
The quieter point is that real estate is only one of four categories, and the resale category is open on commercial property, offices, shops and hotels, where the same EUR 300,000 buys something different.
Cyprus permanent residency benefits
The permit is granted for life, with the card renewed every ten years. It covers your spouse and children under 18. Students aged 18 to 25 can apply separately with EUR 10,000 more income each. It gives you a stable base in an EU member state, and it does not depend on continuing to earn, because annual proof of income was dropped from the ongoing requirements.
What it does not do is let you work. The investor route allows you to be a director of the company you invested in, to hold shares in other Cyprus companies, and to be an unpaid director elsewhere. Employment in Cyprus is outside it.
Permanent residency in Cyprus: how people lose it
- The family does not take up residence in Cyprus within one year of approval.
- The family is absent from Cyprus for two years.
- The holder acquires permanent residence in another country.
- The investment is sold without an equivalent replacement.
Ongoing, you show each year that the investment is still held and, if you are outside the national health system, that you still have health insurance. Criminal record certificates are required every three years.
Permanent residency application Cyprus is not a citizenship application
The Immigration Permit is issued by the Migration Department. Naturalisation is decided by the Ministry of Interior, under different law and on its own timetable. Years spent on a permanent residence permit do not convert themselves into a passport, and nobody who sells you the permit can promise the other thing.
Common questions
- How long does Cyprus permanent residency take?
- About two months on the expedited investor procedure under Regulation 6(2). Five years of continuous legal residence for an EU citizen, who then applies on form MEU3. Up to six months to decide a third-country family member of an EU citizen. Category F has no published target.
- Does buying property in Cyprus give permanent residency?
- Only at EUR 300,000 or more, and only with a secured annual income of EUR 50,000 as well. Buying a cheaper property gives you a home and a title deed for your file, not a route.
- Is Cyprus permanent residence permanent?
- The permit is issued for life and the card is renewed every ten years, but it lapses if you do not take up residence within a year of approval, if you are absent from Cyprus for two years, if you gain permanent residence in another country, or if you sell the investment without replacing it.
- Does permanent residence make me a tax resident?
- No. Tax residence is decided by the Income Tax Law, on more than 183 days in the year or on the 60-day rule and its four conditions. A permanent residence permit satisfies none of them by itself.
Not sure which permit fits you?
Cyprus law has several residence permit types, and each one has its own conditions and renewal rules. Send us your nationality and how you earn. We reply with the permit that fits, or we tell you if none of them does.
