Cyprus 50 percent salary exemption takes half your taxable employment pay out of income tax for 17 tax years. It is real, it is generous, and five conditions have to hold at once, which is where most people who quote it fall out.
Cyprus 50 percent salary exemption: the five conditions
- The income is pay from employment exercised in Cyprus. Not self-employment, not dividends, not a directorship fee that is not employment.
- You were not a Cyprus tax resident for at least 15 consecutive years before your first employment in Cyprus started.
- That first employment began on or after 1 January 2022.
- The pay exceeds EUR 55,000, and exceeded it in the first or second year. The first year counts if the first twelve months of pay exceed EUR 55,000.
- You have not used it before. It is once per lifetime and cannot be combined with the exemptions in paragraphs 21, 21A, 21B or 23.
It then runs for 17 tax years, and it is granted in any year in which the pay exceeds EUR 55,000.
What it is worth
On a EUR 100,000 Cyprus salary, EUR 50,000 is exempt and the bands apply to the other EUR 50,000: nothing on the first EUR 22,000, 20% to EUR 32,000, 25% to EUR 42,000, 30% on the rest. Without the exemption the same salary would reach the 35% band.
The contributions do not move. Social insurance and the health contribution are calculated on the pay, not on the taxable part.
Where it changes a founder's arithmetic
The usual Cyprus answer for someone who owns their company is a modest salary and the rest as dividends, because dividends meet no income tax and, for a non-dom, no defence contribution. The 50% exemption is the one thing that can push the other way, because it makes a large salary cheap for 17 years.
Whether it beats dividends depends on the social insurance ceiling, the health contribution cap and how much profit there is. It is worth modelling both, once, with real numbers, rather than assuming the dividend route wins by default.
The 15-year condition is the one that kills it
Read condition two again. Fifteen consecutive years of not being Cyprus tax resident. A Cypriot returning after a decade abroad does not qualify. Someone who spent a couple of tax years here in their twenties may not qualify. For that case there is a separate 25% exemption, capped at EUR 25,000 a year, aimed squarely at returning former residents.
The text is in section 8(23A) of the consolidated Income Tax Law. The 2026 reform did not change it.
Common questions
- What is the Cyprus 50% salary exemption?
- Section 8(23A) of the Income Tax Law exempts 50% of pay from employment in Cyprus, for 17 tax years, where the pay exceeds EUR 55,000 and the person was not Cyprus tax resident for at least 15 consecutive years before the employment began.
- Does it cover dividends or self-employment?
- No. It is employment income only. Dividends are already exempt from income tax, and self-employed profit is not covered.
- Can I use it twice?
- No. It is granted once in a lifetime and cannot be combined with the exemptions in paragraphs 21, 21A, 21B or 23.
