Cyprus GeSY contribution cap stops at EUR 180,000 of annual income per person. At 2.65% on dividend income that puts an absolute ceiling of EUR 4,770 a year on the only Cyprus charge that non-dom status does not remove.
Cyprus GeSY contribution cap: why it is the interesting part
Because it turns a percentage into a fixed cost. A founder drawing EUR 200,000 of dividends pays EUR 4,770. A founder drawing EUR 2 million pays EUR 4,770. The effective rate falls from about 2.4% to about 0.24% without anything being structured.
That is why this charge almost never changes a decision. It is worth knowing it exists, because "0% on dividends" quoted without it is not quite true, but it is not a reason to do anything differently.
The rates behind it
| Income or payer | Rate |
|---|---|
| Dividends, interest, rent | 2.65% |
| Employee | 2.65% |
| Employer, on the same salary | 2.65% |
| Self-employed | 4% |
The question we have not settled
Whether the EUR 180,000 ceiling is one cap across all your income, or applies separately to different sources, is reported both ways by Cyprus advisers and we have not been able to resolve it against the Health Insurance Organisation's own wording. If you draw a large Cyprus salary as well as dividends, that difference is real money and it is worth an adviser's answer rather than ours.
The rates above also come from a secondary tax source reviewed in August 2026, not from the Organisation directly. The structure is not in doubt; the provenance is worth knowing.
What the contribution is not
It is not private health insurance and buying a policy does not exempt you from it. It follows tax residence. It is also separate from the question of whether you can actually register with the national health system, which depends on your category of residence and is something we have not established for every permit type.
So the planning position is: budget for the contribution as a near-fixed EUR 4,770 if you take meaningful dividends, and budget separately for a private policy until your eligibility for the national system is confirmed.
Who the defence contribution reaches, by contrast, is set out on the Tax Department's residency and domicility page.
