Cyprus relocation services: assembling a file for the Migration Department

Cyprus relocation services are document work, not influence. The decision belongs to the Migration Department and to the Tax Department; what we sell is a complete file, on the right route, filed at the right point in the calendar year. This page says what that includes, what it costs, and where it stops.

Cyprus relocation services: what the work actually is

  • Route selection. Visitor permit, digital nomad, foreign-interest company, Blue Card, Regulation 6(2) or Category F. The choice follows how you earn and what you can evidence, and getting it wrong costs months, not money.
  • The document list, once. Apostilles, certified Greek translations, criminal record certificates, medical tests, health insurance, the lease or title deed. Collected after the route is fixed, so nothing expires waiting.
  • The filing. In person, or by representative, at the Migration Department in Nicosia for the permanent residence routes.
  • The company, where the plan needs one. Name approval, incorporation, registered office, directorship, Tax Department and VAT registration.
  • The tax side. Tax identification number, the 60-day rule conditions dated and evidenced, form TD38 with the domicile questionnaires, then the tax residence certificate for EUR 80 once the year qualifies.
  • The calendar afterwards. Permit renewals, the annual proof that an investment is still held, criminal record certificates every three years, the day count and the annual returns.

Who appears when you search for the best Cyprus residency agency

Three kinds of result, and they are not competing for the same job.

Cypriot law firms, who can represent you if an application is refused and who are genuinely needed for arguable domicile and treaty questions. Property developers and their agents, whose interest in your residence permit is that it comes attached to a EUR 300,000 unit they are selling. And relocation and immigration agencies, including us, who assemble and file.

The listicles ranking the best of them are almost entirely written by the firms themselves or by affiliate sites paid per referral. Worth knowing before you treat a ranking as a finding.

Why nobody can honestly claim to be the best Cyprus immigration agency

An approval rate would be the obvious evidence, and no agency can produce a verifiable one. Nobody publishes which cases they declined to take, which is what decides an approval rate more than competence does: refuse the weak files and your numbers look superb.

The Migration Department does not publish per-representative statistics either, so there is no external figure anyone could point to even in good faith. So we do not use the word. What we can show you is our prices next to the published prices of twelve Cyprus firms, and the source under every legal figure on this site. Both of those you can check yourself, which is the only kind of claim worth making.

What a Cyprus relocation agency cannot do

  1. Make a decision happen faster than the law allows. The expedited investor procedure and the EUR 100 accelerated company registration are the only speed options that exist.
  2. Get you an approval on facts that do not meet the criteria. The income tests are numbers on a government page.
  3. Guarantee a Cyprus bank account. That is each bank's own decision under EU anti-money-laundering rules.
  4. Promise you citizenship. Naturalisation is a separate decision by a separate ministry, the citizenship-by-investment programme was terminated in 2020, and anyone selling a Cyprus passport today is selling something that does not exist.
  5. Decide what your previous country thinks. Exit taxes, centre-of-interest tests and treaty tie-breakers are that country's law.

What it costs

ServiceOur feeMarket median, 12 Cyprus firms
Non-dom and tax residency setupEUR 2,900EUR 2,600
Permanent residency, Regulation 6(2)EUR 4,900EUR 3,500
Cyprus company formationEUR 2,400EUR 2,300
Pink slip or yellow slipEUR 900EUR 1,000
Annual accounting and auditEUR 2,700 a yearEUR 2,775

State fees are separate, every time: EUR 500 per residence application, EUR 70 per person for the registration card, EUR 20 for a yellow slip, EUR 140 for a first visitor permit, EUR 165 plus EUR 10 at the Registrar, EUR 80 for a tax residence certificate.

Those market figures come from fees the firms publish themselves, read in October 2026, with ranges taken at their midpoint. No Cypriot firm publishes a full itemised rate card, so read them as orders of magnitude rather than as a strict average. We are above the median on permanent residence and at or below it everywhere else, and we would rather show you that than claim to be cheapest.

When a Cyprus immigration consultant is not who you need

When your domicile of origin is Cypriot or arguable, because that is the hinge the whole non-dom result turns on. When two countries both claim you and a treaty tie-breaker has to be argued. When EU restrictive measures could touch you or your money. When you are naturalising. And when an application has been refused and you want to challenge it, because that is representation and not filing.

In those cases you need a Cypriot lawyer, and we will say so on the first call and point you at one rather than take a fee for a file we do not think should be filed.

Best company for Cyprus residency: where we fit, and where we do not

We fit the case where someone earns through a company, wants to be in Cyprus legally, and wants the tax position to be the one the law actually gives rather than the one a brochure describes. One fixed fee, state fees shown separately, a source under every figure, and a plain answer on the first call if Cyprus does not suit how you earn.

We do not fit someone looking for a passport, someone whose plan depends on a bank saying yes, or someone who wants the cheapest quote. On this route the cheapest quote usually means the income evidence has not been looked at yet.

Common questions

What do Cyprus relocation services actually include?
Choosing the route that matches how you earn, telling you the documents to collect once rather than twice, checking apostilles and certified Greek translations, filing with the Migration Department, and the tax side: the tax number, the non-dom claim on form TD38 and the tax residence certificate.
Who is the best Cyprus residency agency?
Nobody can answer that from evidence. No agency can produce a verifiable approval rate, because nobody publishes which cases they declined, and the Migration Department publishes no statistics per representative. Judge on published prices and on whether every legal claim carries a source you can check.
Can an agency speed up a decision?
Only where the law provides for it. The investor route has an expedited procedure targeted at about two months, and company registration can be accelerated for EUR 100. Beyond that, what shortens a case is a complete file.
What does it cost?
EUR 2,900 for non-dom and tax residency setup, EUR 4,900 for permanent residency under Regulation 6(2), EUR 2,400 for a Cyprus company, EUR 900 for a pink or yellow slip, EUR 2,700 a year for accounting. Government fees are stated separately and never included.
When should I use a lawyer instead?
When your domicile position is genuinely arguable, when a dual-residence or treaty tie-breaker question is live, when sanctions or restrictive measures could apply, when you are naturalising, or when you are challenging a refusal.
