Cyprus tax residency certificate on form TD126, EUR 80 in fee stamps

Cyprus tax residency certificate costs EUR 80 in fee stamps and is applied for on form TD126 at your district Tax Department office. It is the piece of paper your previous country and your bank will actually ask for, and the Department issues it only for countries Cyprus has a tax treaty with.

Cyprus tax residency certificate: why you need it

Passing the 60-day or 183-day test makes you a Cyprus tax resident as a matter of law. It does not prove anything to anyone. When your old tax authority asks where you now pay tax, or a bank asks for tax residence evidence under the automatic exchange rules, what they want is a certificate with a stamp on it.

So treat it as a step in the move, not as an afterthought. It is also the step that tells you whether your residency year actually holds together, because the documents it asks for are the documents that prove the four conditions.

The process

  1. Register for a Cyprus tax identification number first. Nothing can be filed without one.
  2. Apply by email or post to the district Tax Department office, with form TD126 and the attachments.
  3. Pay the EUR 80 in fee stamps.
  4. Collect the certificate in person.

The form for the tax number is commonly given as TD2001, which we have from adviser guidance rather than from a government page, so we flag it rather than state it.

What you attach

  • The yellow slip, meaning the EU registration certificate, or your residence document.
  • Passport or identity card.
  • Title deed or tenancy agreement for your Cyprus home.
  • School enrolment, if you have children here.
  • Car ownership documents, if you have a car here.
  • A utility bill less than six months old.
  • Employment contract.
  • Social Insurance statement.

Read that list again and notice what it is doing. It is asking for evidence of a permanent home, of a Cyprus business or employment, and of a life actually lived here. It is the 60-day rule's conditions in document form, which is why we tell clients to collect these as they go rather than to assemble them in a panic in March.

The Department's page lists the yellow slip, which is an EU document. What a third-country national attaches instead is presumably their residence permit, but the page does not say so and we have not had it confirmed.

The declaration the form should no longer be asking for

The TD126 edition we found is the 2022 one, and it still asks the applicant to declare they are not tax resident anywhere else, based on a 2022 circular. The 2026 law removed exactly that condition from the 60-day rule. We have not established how the Department handles the mismatch in practice.

Plan for the question to be asked anyway. If you are in a genuine dual-residence position, that is a treaty tie-breaker question and it needs an adviser before you sign a declaration about it.

Which countries it works for

Treaty countries only, and Cyprus has treaties with roughly 67 jurisdictions, including some signed and not yet in force. If your previous country has no treaty with Cyprus, the Department will not issue a certificate for it, and you prove your position by other means. That is a question worth asking before you move rather than after.
