Cyprus yellow slip cost is EUR 20 in state fees, paid once, for the registration certificate that EU, EEA and Swiss citizens apply for on form MEU1. You have four months from entering Cyprus to file it, the Migration Department aims to decide within one month, and the certificate itself never expires.
What you are registering, and what you are not
An EU, EEA or Swiss citizen does not need permission to live in Cyprus. The first three months need nothing beyond a valid ID card or passport. Past three months you need a right of residence, and you have it if you work, are self-employed, or have enough resources and comprehensive sickness insurance that Cyprus will not be supporting you.
The yellow slip records that right; it does not grant it. That distinction decides what the file has to prove. You are not persuading an officer to let you in, you are showing which of the three grounds you fall under.
The four-month deadline
The application goes in within four months of entry. Not registering at all can be fined up to EUR 2,500, but the fine is rarely the thing that forces people to deal with it. The certificate is what a Cyprus bank asks for when you open an account, what the Tax Department asks for when you apply for a tax residence certificate, and what an employer asks for on day one.
Cyprus yellow slip cost: what the EUR 20 does not cover
EUR 20 is the state fee for the certificate. Around it sit costs nobody quotes on the same line: certified Greek translations of a marriage or birth certificate if family members are included, an employment contract or proof of resources, and a health insurance policy if you are relying on the resources ground rather than on work. Cyprus firms that publish a price for handling an EU registration are in the range of EUR 500 to EUR 1,500.
After five years
Five years of continuous legal residence turns the right into a permanent one, applied for on form MEU3. Third-country family members of an EU citizen get a card valid for ten years at a fee of EUR 20, with a decision time of up to six months. The Migration Department page does not state a separate fee for EU citizens applying for MEU3 themselves, so we do not quote one.
The yellow slip and your tax position
Holding a yellow slip does not make you a Cyprus tax resident, and not holding one does not stop you becoming one. Tax residence is decided by the Income Tax Law: more than 183 days in the calendar year, or the 60-day rule with its four conditions. What the certificate does is supply the evidence the Tax Department asks for when you want the result in writing, which is why its own list of documents for a tax residence certificate names the yellow slip first.
Common questions
- How much does the Cyprus yellow slip cost?
- EUR 20 in state fees for the MEU1 registration certificate. Translations and any professional help are separate; the published market rate for help with an EU registration in Cyprus is around EUR 1,000.
- When do I have to apply?
- Within four months of entering Cyprus, if you are staying longer than three months. The Migration Department aims to decide within one month.
- Does the yellow slip expire?
- No. The registration certificate carries no expiry date. After five years of continuous legal residence you can apply for permanent residence on form MEU3.
- What happens if I never register?
- Failing to register can be fined up to EUR 2,500. In practice the bigger cost is administrative: the certificate is what Cyprus banks, the Tax Department and employers ask for.
